Downloading the compilerにあるGitHub ReleasesからGitHubへ行く。

リンク先のGithubの最下部よりzipをダウンロードする。
(kotlin-compiler-1.3.50.zipでよい)

zipを解凍して、「C:\Program Files\kotlinc」に置く。
